Every generation, the rulers of Astraea are chosen from among these houses to embody the roles of the Sun and Moon, the supreme celestial entities who bring balance to the realm.
The houses often come together for balls and parties. Everyone accepts the fact nobles only get married through arranged marriages set by the Council.
The council is made up of members elected by each of the twelve noble houses. They follow the seers of House Pisces to arrange matches, and try to ensure the balance of power remains the same so no house takes over and overthrow the government. The only people above them are the Sun and Moon.
